Chief Petty Officer Jacob Flanagan was the technician of the torpedo room of USS Blackhawk.
Flanagan is a bit weird and does things only to serve the gameplay (aka challenge the player): He leaves right before Johnny Westland tests the torpedo conveyor so that he won't help him repair it.
He then -for no apparent reason- refuses to give him a bottle, but forces him to play the Boss Dice game; not only that, but he also can understand when the player saves/restore the game.
